It's not the most complicated character of all time. It's the most complicated Chinese character in general usage, and it was probably invented as a gimmick. The name "biang biang" is almost certainly a sound imitation. It probably went for centuries without a character representation until someone decided to invent one for it. The character itself contains no phonetic component.
